Harm reduction is an interesting contradiction in terms. It accepts that there must be harm and invests in reducing the symptoms; not cures. Murder is an undesirable behavior. If we just invest ways to make a murderers weapons less lethal, we will have mitigated the harm they cause. Free blank bullets, rubber knives and cushioning wraps for bludgeoning instruments assembled into a murder reduction kit come to mind.

“...when a city clears out an encampment, they point to things like safety, sanitation, and needles on the ground. Or just, hey, this is a park, and kids need to use it.”
Under this bill, all of that takes a back seat to one question: Did every single person here have access to a shelter that meets the legal definition? And the shelter has to check a lot of boxes. Open right now, no religious strings attached, no sobriety requirements. And they have to let you bring your dog, your girlfriend, and all your belongings. How many shelters meet that standard?
At a recent hearing on the bill, Redmond Police Chief Darrell Lowe put it bluntly: “Currently, I don’t believe there’s any shelter system in Washington that would actually meet these standards.”
John’s point about the American Revolution happening with roughly 3% of the population is a good one.
For context: 3% of Clallam County’s 77,155 residents is about 2,315 people. Meanwhile, it takes roughly 5,443 parcel owners (10% of ~54,433 parcels) just to opt out of a $5 conservation district charge.
Apparently, it’s easier to start a revolution than to decline a small fee.
